They dragged their feet on delivering it until December 12, 2000, after the election. Unlike Bush 1, Clinton didn’t think it would be fair to hand his successor from the other party a shooting war, so he left the execution to W. W rejected it because he considered it Clinton’s plan (cf firing the Pandemic Response Team because Obama had hired it). If Gore had been elected, and already a full partner, Clinton would have gone ahead with the plan and likely prevented 9/11.
