He is much more than “partially” responsible. He bragged about dismissing all the doctors and specialists Obama had put in position in China and other areas to watch for and mitigate any possible pandemic outbreaks. The deaths of millions world-wide from COVID can be laid at his feet.
What’s to rationalize about Hiroshima? Was it a horrifying thing to do? Of course. That was the point. Then the same with Nagasaki. It horrified the Emperor of Japan and his generals to surrender, and actually save the lives of thousands of Japanese soldiers, plus thousands of American soldiers if the war had continued in a conventional way for possibly years.
