I’m skeptical about whether Bibi was involved, and I’m even more skeptical about who ordered the attack. What I believe (not know, but believe) is that the soldiers who did this decided to do it—they either 1) decided to follow their orders to do it, or 2) there were no such orders and they decided on their own to do it. I don’t know which it was.
“Unintentional” murders are still murders. If Netanyahu doesn’t attempt to find who did those murders and punish them, then it’s clear that he approves.

Each car in the convoy was targeted in succession.
The convoy had arranged their route and timing with the military.
Under Israeli orders they were not permitted to carry mobile phones in case they fell into the hands of Hamas.
In other words they were sitting ducks with no way of calling for help.
Their deaths were a tragedy and in no way a ‘mistake’.
